BIOGRAPHY

Curtis Leavitt is a nationally recognized trial attorney representing healthcare entities. His clients include government and commercial health plans and health insurers, self-funded ERISA plans, and capitated medical groups and IPAs.

With more than 24 years as a healthcare attorney, Mr. Leavitt has represented healthcare payors in federal and state courts, administrative proceedings before state and federal regulatory agencies, and contractual arbitrations. He has litigated qui tam false claims and insurance fraud cases, and has tried numerous cases involving managed care liability, coverage determinations, ERISA plan benefit disputes, and contracted and non-contracted provider disputes.  He has prosecuted and defended clients in administrative enforcement and license revocation or discipline matters before the California Departments of Managed Health Care and Insurance, the Social Security Administration, and the Center for Medicare and Medicaid Services. Mr. Leavitt has tried to completion over 125 court, administrative, and arbitration cases.

 

Prior to forming Kennaday Leavitt PC, Mr. Leavitt served as Assistant Chief Counsel for the California Department of Managed Health Care. While with the Department of Managed Health Care, he supervised the Department’s regulatory and legislative units and was instrumental in California’s enactment of provider prompt pay regulations, member grievance and Independent Medical Review requirements, as well as other state regulatory reforms. He also handled several significant enforcement matters brought by the Department of Managed Health Care, and defended the Department in cases brought by health plans and consumer interest groups.
